Ethics

IRENA is committed to maintaining a working environment that respects the inherent dignity of all persons, affords them the opportunity to reach their fullest potential, and empowers them to deliver the best possible results. Every person has the right to be treated with dignity and respect and to work in a safe environment free from harassment, sexual harassment, discrimination and abuse of authority. All IRENA personnel, both staff members and non-staff personnel, have a corresponding responsibility to promote such an environment.

At the 15th IRENA Assembly held in Abu Dhabi, the following policies were adopted through the Assembly Decision A/15/DC/5 of 14 January 2025:

  • Revised Policy on Ethics and Conflict of Interest for the International Renewable Energy Agency
  • Policy Addressing Prohibited Conduct, Including Fraud, Corruption and Other Financial Misconduct, and Discrimination, Harassment, Including Sexual Harassment, and Abuse of Authority
  • Policy on Protection against Retaliation for Reporting Misconduct or Cooperating with Duly Authorized Audits and Investigations
  • Policy on Handling Allegations of Unsatisfactory Conduct and Misconduct against the Director-General of the International Renewable Energy Agency, and on Investigations and the Disciplinary Process for such Conduct

IRENA’s Ethics Officer supports the implementation of the ethics and conflict of interest policies, covering the following functions: advise on and implement ethics standards, policies, and procedures to achieve an effective ethics programme in the Agency; protect covered individuals from acts or threats of acts of retaliation as a result of reporting possible cases of misconduct and/or cooperating with a duly authorized audit and/or investigation; develop and deliver education and outreach; provide confidential advice on ethics and standards of conduct, including conflicts of interest, to the Agency and all covered individuals; and administer the annual Disclosure of Interest Form programme.

The Ethics Advisory Board (EAB), a standing board composed of three members of the Council appointed by the Council, assists with the implementation of IRENA’s ethics and conflict of interest policies and provides advice to the Ethics Officer and the Director-General as appropriate, in accordance with the relevant ethics-related policies.
