As calls for a just energy transition continue to grow, its scope and definition, as well as the means to translate aspirations into practical measures, remain the subjects of ongoing debate. Against this background, this report aims to contribute to a better understanding of the various visions for a just energy transition, the challenges faced in defining it, and the key considerations to integrate into energy policies and plans. It proposes a working definition that can serve as a foundation to inform policy making.
The report also examines current and emerging justice implications of the energy transition and outlines a framework of key considerations that can help shape the design of energy policies and strategies, alongside supporting measures, to ensure a just energy transition.
It stresses that just energy transition encompasses both vision of achieving equitable outcomes but also efforts to ensure that the process of reaching these outcomes is just. It requires the equitable distribution of benefits and burdens, grounded in inclusive processes and decision making, and committed to addressing the challenges experienced by affected and marginalised groups, as well as preventing and repairing harm that may occur during the transition.
