Panama has engaged with the International Renewable Energy Agency (IRENA) to carry out a power system flexibility analysis. The IRENA FlexTool study for the country considers the implications of high penetration of solar and wind, or variable renewable energy (VRE), in years to come.
Panama’s power system is characterised today by a high share of hydropower and substantial VRE capacity. In 2030 the country considers two scenarios: a reference scenario with no increase of VRE and a renewable scenario that considers a higher VRE penetration than today.
In this flexibility assessment IRENA, together with the Electricity Transmission Company (Empresa de Transmisión Eléctrica, ETESA), the National Energy Secretariat (Secretaría Nacional de Energía, SNE) and the National Dispatch Centre (Centro Nacional de Despacho, CND), analyses whether the Panamanian power system would be flexible enough in 2030 scenarios. Additionally, this brief shows if there could be cost efficient additional investments in Panama beyond those identified in their renewables scenario and provides a sensitivity analysis to identify a pathway towards a high renewable scenario.
Based on the analysis, Panama recognises that adding the IRENA FlexTool to the planning process could help the country design effective energy policies to develop a power sector compatible with the decarbonization needs implied by the Paris Agreement.
