30 Years of Policies for Wind Energy: Lessons from 12 Wind Energy Markets

Wind energy has emerged in recent years as a prominent power source in some of the world’s leading markets. Successful wind development hinges on a range of policy and regulatory decisions. A joint report from the International Renewable Energy Agency (IRENA) and the Global Wind Energy Council (GWEC) provides insights into the policy design decisions taken in important existing markets over the last three decades.
The report – 30 Years of Policies for Wind Energy: Lessons from 12 Wind Energy Markets – is updated with market data from 2013. It reviews significant policy and regulatory measures that have contributed to the successful development of wind energy across major markets in Asia, Europe, North America and South America.
The 12 markets studied are of different sizes, displaying diverse market dynamics and a range of policy responses. All have shown high market dynamism and represent interesting case studies. The 12 markets are Brazil, China, Denmark, Germany, Greece, India, Ireland, Italy, Portugal, Spain, the United Kingdom and the United States. In the cases of India and the United States, the laws of particular states, which complement federal legislation, were studied in more detail.
