

National consultation workshop on accelerating Mozambique’s energy transition
APRA and the Government of Mozambique through the Ministry of Mineral Resources and Energy, organised an APRA country consultation for Mozambique from September 15th to 18th 2025.
The opening ceremony was attended by high-level dignitaries, including H.E. Estavão Pale, Minister of Mineral Resources and Energy, alongside ambassadors from APRA partner countries and other key stakeholders. In his keynote remarks, Minister Pale highlighted the importance of international cooperation in achieving Mozambique’s renewable energy targets. He noted: “We are convinced that, with partnerships such as APRA, we are positioned to accelerate and expand renewable energy projects at increasingly competitive and sustainable costs, while also contributing to global climate change goals.”
The Minister’s statement reflects Mozambique’s strong commitment to energy transition, as articulated in the country’s Energy Transition Strategy. This strategy outlines an ambitious pathway toward scaling up renewable energy, improving energy access for all Mozambicans, and ensuring the long-term sustainability of the nation’s power sector. Mozambique’s abundant renewable resources—particularly in solar, wind, and hydropower—provide a strong foundation for achieving these objectives.
The consultation itself has been designed as an inclusive, multi-stakeholder process. It begins with a workshop aimed at fostering dialogue among government institutions, development partners, the private sector, and civil society. Discussions will focus on the opportunities and challenges Mozambique faces in accelerating the deployment of renewable energy and in aligning national policies with global climate objectives.
Following the workshop, a series of bilateral meetings with government entities, technical experts, and APRA representatives will take place. These targeted engagements will provide an opportunity to explore specific policy, financial, and technical measures that can support Mozambique’s energy transition. Importantly, the process will culminate in the development of a National APRA Country Action Plan for Mozambique. This plan will be carefully tailored to the country’s unique priorities and needs, ensuring that it provides a realistic, actionable roadmap for implementation under the umbrella of the APRA framework.
The action plan will outline concrete steps for scaling up renewable energy projects, strengthening regulatory and institutional frameworks, and mobilising investments in clean energy infrastructure. It is expected to address both large-scale energy generation and decentralised solutions, including off-grid systems that can expand electricity access in rural communities.
By joining APRA, Mozambique positions itself within a growing coalition of African countries committed to accelerating the transition toward clean, affordable, and sustainable energy. The consultation workshop represents a pivotal moment in this journey, signalling Mozambique’s readiness to work closely with international partners to unlock its vast renewable energy potential and contribute meaningfully to global climate action.
