Breakthrough Agenda Report 2023 Launch

The Breakthrough Agenda Report 2023 assesses the impact of international collaboration in accelerating the transition to clean technologies and sustainable solutions in key sectors. The report is a joint product by the International Energy Agency, the International Renewable Energy Agency, and the United Nations Climate Change High-Level Action Champions at the request of world leaders.

This second report in the series assesses progress over the past 12 months against the recommendations made in the inaugural Breakthrough Agenda Report across five key sectors – power, hydrogen, road transport, steel and agriculture. The authors use this assessment to inform governments, businesses and civil society on actionable next steps to strengthen international collaboration in and across the major emitting sectors, updating the recommendations from the 2022 edition, wherever necessary. The assessment spans finance, research and development, demand-side adoption, supporting infrastructure and public engagement.

This year, the report includes two more sectors – cement and buildings – in which new breakthroughs will be vital to help strengthen international collaboration. With the addition of these sectors, the Breakthrough Agenda would cover more than 60% of global emissions.

The Breakthrough Agenda was launched at the UN Climate Change Conference (COP26) in Glasgow in November 2021 and now has 50 signatory countries, representing around 80% of global economic output. The countries are committed to working together this decade to scale and speed up clean technologies and sustainable agriculture solutions, making them accessible for all. This report is designed to track and support progress in international collaboration. It will feed into the 78th session of the UN General Assembly and the COP28 Climate Change Conference in Dubai in late 2023.
