Sixth Meeting of the Collaborative Framework on Ocean Energy/Offshore Renewables
The Fifth Meeting of the Collaborative Framework on Ocean Energy/Offshore Renewables (CFOR) was organized on 1 November 2022 with the objective to discuss and solicit inputs from the Members on two briefs – “Scaling up investment in Ocean Energy Technologies” and “Enabling Frameworks for Offshore Wind Scaleup: Innovations in Permitting”.
Some of the key discussion points that were highlighted by Members during the 5th CFOR meeting were:
- On ocean energy, it was emphasized that there is a necessity to develop a robust guide through which decision makers and donors can leverage different financial instruments to ensure tangible investments can be made across different stages of the ocean energy technology project life cycles. It was further noted that there is a strong requirement to increase awareness on ocean energy technologies that will facilitate increased investments.
- On offshore wind, it was noted the current permitting system revolves around three established frameworks: centralized, decentralized, and hybrid. The harmonization and/or acceleration of these permitting protocols was noted as an essential solution to catalyze the rapid deployment of projects. It was also stressed that the time to acquire permits; the number of permits, and addressing biodiversity concerns are some of the key parameters which must be reviewed and adapted to facilitate accelerated permitting.
Building upon the discussions from the last meeting, the Sixth CFOR Meeting focused on presenting the final versions of the “Scaling up investment in Ocean Energy Technologies” and “Enabling Frameworks for Offshore Wind Scaleup: Innovations in Permitting” Briefs. This meeting also looked into the latest technological developments and socio-economic considerations to promote floating offshore wind globally.
On the basis of the feedback received from Members, the objectives of the 6th CFOR Meeting were as follows:
- To present final and published version of “Scaling up investment in Ocean Energy Technologies” Brief (prepared with Ocean Energy Europe [OEE]).
- To solicit comments and feedback to the updated version of the “Enabling Frameworks for Offshore Wind Scaleup: innovation in permitting” Brief (prepared with the Global Wind Energy Council [GWEC]).
- To have a discussion and exchange on the technology and standards that are being developed and implemented for floating offshore wind projects globally.
