

Senegal Masterplan Development Support Programme – Phase 2 Training course 4: OnSSET
In 2025, in partnership with IRENA and GIZ, the Senegal Ministry of Energy, Petroleum and Mines (MEPM) is implementing the second phase of a training programme to build capacity in long-term energy planning among the public institutions of Senegal’s energy sector. Using a wide range of tools including MAED, LEAP, SPLAT-MESSAGE and OnSSET, the programme provides in-depth training on scenario development, and a platform to enhance institutional capacity to own and implement long-term national plans. The second phase of the programme maintains the official national working team, and expands their planning and modelling work beyond the power sector to include the full energy sector, as well as electricity access.
IRENA has established the Strategic Energy Access Planning Support (SEAPS) programme to empower stakeholders and countries with tools and skills for data-driven, least-cost integrated electrification planning. The integrated planning framework provides a sound basis for national governments to outline policies and strategies to unlock investments, to enable electricity access to underserved communities that accounts for the most cost-effective technological solutions.
With support from the Government of Norway and in collaboration with Climate Compatible Growth (CCG), IRENA is piloting the SEAPS programme under the 2nd phase of the Senegal Masterplan Development Support Programme, starting with this event. The SEAPS is fit to deliver a standalone national rural electrification plan or to be incorporated coherently in a wider power sector plan strategy developed with different frameworks, as in the case of Senegal. The workshop gathered 15 participants from the official national working team and other stakeholders in the Senegal energy planning process.
